Drain leak repair

The hot water heater has an odd bypass valve that
doesn't do much, but when the plumbers looked, I asked
them about the "low heat" water ... thinking it was due
to uninsulated pipes. He said no, it looks like the
intake/outtake ports are reversed .. the hot water
may be coming from the drip tube fixture .. taking water from
the bottom of the tank where the cool water is instead of the top
where the hotter water lives.

The water shut off valve doesn't, the plumber says that the
internals get worn by the flowing water, but they have to
turn off the water to the building to fix it. Luckily its
something the Homeowners Association actually covers.
